As you know, the federal shutdown closed federal parks and monuments in California from October 1 to 16. This impacted the riders on the California Parks Adventure. For the convenience of our riders, SCMA announced a "Federal Shutdown Exception" that applied to those days only. Here is how it can work for riders that found themselves in that situation.
During the days of the shutdown, a rider visiting a federal park or monument during normal operating hours and that was on the CPA tour can provide proof of visit in the following way:
1. Provide a photograph of your bike in a location that clearly shows the posted notice of closure and the entrance sign to the federal facility. If one photo is insufficient to convey the location you were visiting and the posting, then provide a series of photos that does. Place it or them in your CPA passport
2. Obtain a date and time stamped receipt of a nearby gas station that includes the address of the gas station. Place it in your CPA passport
3. In place of the park stamp, provide a short note like “Devil’s Postpile closed 10.2.13 by fed shutdown.” Initial it.
4. After you have completed the passport mail it to SCMA, PO Box 487, Norwalk, CA 90651 as you would normally do.
The “Federal Shutdown Exception” applies from 9:01 PM PDT, Monday, September 30, 2013 until 11:59 PM PDT Wednesday, October 16, 2013. The “Federal Shutdown Exception” ONLY applies during the federal shutdown and only during the normal operating hours of the venue. For instance, if the venue was normally closed on Sundays, then the exception DOES NOT apply on Sundays for that venue. If the venue had seasonally adjusted operating hours, then the closed park exception does not apply to that venue outside of its seasonally adjusted operating hours.
Our intention is to maintain a level playing field for all CPA participants to the extent possible which means you must have been at the closed gate during the times and days that the park would have otherwise been opened.
Now that the shutdown is over, we would like to hear your stories about the closed parks. What did you experience? Do you have some interesting photos you can share? You have experienced the CPA under (hopefully) rare circumstances that will provide an interesting part of the story you will tell.
The exception expired at 11:59 PM PDT, October 16, 2013.
